CTP’s roots are in the export control and nonproliferation domains. The company was founded in 1993 by Tom Fergus, a former licensing engineer with the Department of Commerce’s Bureau of Export Administration (BXA), and Dale Barone, BXA’s former director of Management Information Systems, who joined shortly thereafter. Under their leadership, CTP immediately won contracts supporting the “Nunn-Lugar” Cooperative Threat Reduction (CTR) program. The company has grown organically over the last three decades to support multiple U.S. government agencies on a broad spectrum of international technical assistance programs. In addition, CTP assists private sector clients with a variety of export control compliance services.
From our inception, quality assurance has been baked into CTP's policies, procedures, and corporate culture. Before founding CTP, our President, Dale Barone, won a Gold Medal at the Department of Commerce for his work in Quality Control. As an indicator of our quality focus, CTP has repeatedly earned the accreditation of ISO9001: 2015.
CTP has the policies, procedures, and personnel for national security work. We have invested in our IT infrastructure and are CMMC compliant at Level 2 for enhanced data security. CTP has complete export control compliance policies and procedures that allows us to work with your export control related data is a secure and seamless fashion.
CTP adheres closely to regulations and procedural guidelines in every aspect of our services and internal management. Our accounting and timekeeping systems are Defense Contract Audit Agency (DCAA) approved, our data security is Cybersecurity Maturity Model Certification (CMMC) compliant. CTP has detailed export and import compliance procedures and we are registered with the Directorate of Defense Trade Controls (DDTC). We are experts in teaching and facilitating Foreign Military Sales (FMS) & Direct Commercial Sales (DCS).

Since 1993, we have worked to support multiple U.S. government initiatives. CTP serves either as a prime contractor or as a small business subcontractor on large programs where our extensive technical experience and past performance are required. We also provide flexible staffing solutions for U.S. government clients, both off and on-site, and we have a network of experts that assist as SMEs and/or instructors. In private collaborations, CTP provides several major law firms, as well as the Virginia Economic Development Program (VEDP) with trade compliance services.
